Citizen severely beaten by police officer, prosecuted and sentenced to prison



Around 10:00 pm on 21st October 2018, the policeman named Simon was dressed in uniform and was sitting on a bench in front of the Oro Negro service center (a fuel pumping station for cars), on Trocha and Carretera de Morro streets in Santiago de Cuba. From a house located about 15 meters away from where the policeman was, Mrs. Miladys left accompanied by her husband José Enrique Monier, the policeman called Miladys and gave her numerous compliments. The husband began to complain to the policeman in front of several people, after requesting the policeman, he continued walking with his wife, crossed the street and left the place. The policeman followed the married couple, caught them about 150 meters away from the place, took Mr. José Enrique Monier by the back and began to beat him savagely. The victim fell at the feet of his wife, who screamed desperately. The policeman handcuffed the victim while he was lying face down on the street sidewalk, stood up and continued to beat him kicking or stamping on his legs, ribs, face and head causing him serious injuries. People passing by shouted at the policeman to stop. Then the big policeman dragged his victim about 60 meters and handcuffed him this time to the fence of the "Oro Negro" gas station, and there he called a police car to come and take the victim away. The victim never had a chance to defend himself. When the police car arrived, they drove Mr. Monier to the 2nd Unit of the police station in Santiago de Cuba, where he stayed for two days without receiving any medical assistance. On the third day he was transferred to the territorial police station known as "El Micro Nueve" in Santiago de Cuba, where two and a half days later they began to provide him with medical assistance since his wife had gone to the Department of Citizenship to complain about the lack of medical assistance to her husband. He was then falsely accused of the crime of assault on authority and was sentenced to eight years in prison in Mar Verde prison in Santiago de Cuba. The medical certificate to which had access the lawyer in the case, was never presented in forensic medicine, nor in the trial against the victim. As a result of the beatings he received, Mr. Monier Quevedo was left with severe headaches and a limp in one of his legs.
