Raúl Risco was on his way to Havana and later on to Sancti Spíritus Province where he was going to give a lecture about human rights and to meet with directors from Cuban Institute for Freedom of Expression and Press (ICLEP). While waiting for the bus, he was detained by State Security officials. During the detention, which took about three hours, he was threatened with imprisonment if he continued to lead ICLEP in Cuba.
