On the afternoon of October 6, 2016, several uniformed persons showed up with an arrest warrant at the home of Mr. Rafael Asahares Torrel, an activist of the Youth Movement for Democracy affiliated with the Patriotic Union of Cuba (UNPACU). Among the uniformed persons were the delegate of the Ministry of the Interior Orli Legra Estupiñan, First Lieutenant Alfonso Adame Matos and the sector chief of that area Yordanis Guilarte Estupiñan. After showing the document, they proceeded to arrest the activist, who was taken to the unit of the National Revolutionary Police (PNR) in the municipality of Maisi, where he remained for more than 72 hours under intense interrogation by an officer from the provincial capital, who wanted the activist to tell him the names of the supposed people who were organizing an independent cooperative project with him, and where the idea came from, which according to him had come from Santiago de Cuba, more specifically from José Daniel Ferrer García. After long hours of interrogations, threats and insults against the activist for more than two days, he was released on the third day with the condition that he could not leave the municipality and that he had to report to the National Revolutionary Police (PNR) unit every day at 9 a.m. to sign a document as if he were serving a sentence.
