On 27th January 2019, when the tornado passed through her place of residence, it destroyed most of the homes in the community where citizen Celaida Hernandez lived, including hers. The government, campaigning for the approval of the constitution, promised that it would provide the materials and labor to fix the damaged houses free of charge and that they would look better than they did. Ms. Hernandez made arrangements to have the resources allocated to her and then to have the construction brigade send her home and repair it. However, the bureaucracy to achieve all this was very large and she never managed to get the offices that made the assignments to attend to her. So she relied on her relatives who gave her the money and resources to fix up her house. Since her repairs were better than those carried out by the government, the latter credited itself with the achievements of that community and gave as an example, in all accountabilities, how her house had turned out. This information was disseminated by all the news media, which is why he could not deny it.
