A Cuban citizen was parked on Maceo Street, very close to the boulevard, waiting for a passenger for his rickshaw, when Captain Cornelio took him by force to the police station. The reason for the arrest was that the citizen had no residence in this municipality. He reported that he lived in Baracoa because he had married a natural person from this city, however he was strongly threatened that his rickshaw would be confiscated and he would be fined, despite the fact that work permits are paralyzed by new regulations in the sector of self-employment.
