The victim was gathered with fellow mourners at a friend's house for a tribute to the victims that drowned in the sinking of the tugboat 13 de Marzo. The 41 victims were attempting to escape to the United States when two other boats collided with theirs. They were all taken to El Anillo Police Station where they were warned never to hold such a tribute at a public place ever again. They were liberated one by one as an attempt to deter them from gathering again that day.
