Yasser Ravelo is a self-employed person who, before making and selling birthday piñatas, was a member of the human rights movement in Guantánamo province in the 2000s. Although he is not currently a member of any pro-democracy organization, he uses his freedom of expression wherever he sees fit. According to the victim, as a consequence of the exercise of this freedom, the Cuban government has been harassing him throughout the year 2019. Thus, in March he received several visits from the Municipal and Provincial Department of Hygiene in his home, alleging that his neighbors were complaining about his activity. He was also visited by the Municipal and Provincial Health Area, alleging that he does not comply with the health license (his activity does not require it) and by the Comprehensive Provincial Supervision Department, alleging that he carries out his work illegally. According to the victim, all of these arguments are false and are part of a government hunt against him.
