Human rights activist Arelis Rodríguez Silva was about to leave for Buenos Aires, Argentina, in order to attend a capacity-building training organized by the Center of Opening and Development in Latin America (CADAL). When she approached the migration office at the José Martí International Airport, she was informed by the officials that she will not be allowed to leave the country. They also told her that they do not know the reason for the ban since they are only an executing body.
