The victim was arrested for making proclamations against the government. In prison, they offered him to record a video discrediting the opposition, the exile and assuring that he had been paid for saying the proclamations. In exchange, he would be allowed to leave with an economic sanction. Upon the victim's refusal, he was sent to the Combinado del Este prison.
