Diosvany Salazar Rodríguez was about to meet up with an activist Niober García Fournier in the central part of the city of Guantánamo. When he was alerady 200 metres from the place he was heading to, two State Security (DSE) agents, one of them known as Frank and the other one unknown, stopped him. They said he could not go to the place he was going to and that he had to go back home otherwise he could get into trouble and would be detained. For that reason, Diosvany decided to return home without being able to reach the meeting spot.
