On February 14, 2019, in the morning, the activist Hortensia Elena Matos Pérez went to the post office of Baracoa's municipality to pick up a package that had been sent to her from the capital of the country. When she arrived at the aforementioned place she realized that the package had been opened. When she asked what the person responsible for her package being opened without her permission wanted, Mr. Richar Legra Azahares immediately answered that it was him and that if she had any doubts she could go to the National Revolutionary Police (PNR) unit where she would receive an answer about what had happened. Nothing was taken from her package, but it is known that they were looking for something inside it. The activist was not summoned or detained, either, in order to force her to present herself to the National Revolutionary Police (PNR) unit, instead the opening of the package was used as an excuse.
