Citizen prevented from leaving his province to visit his ill sister

Leonardo Turcas Lores was detained by checkpoint police, when he was on his way to visit his sister in the municipality of Baracoa in the province of Guantánamo. He was approached by the State Security official Víctor Víctor who told him to go back to Guantánamo until he receives new instruction from the government. If he continued the journey, it would be considered as an illegal departure from the country as it was specified in the order they received. Turcas Lores got angry, saying that it was not any illegal departure, that he was just about to visit his sister who was very ill and would get a surgery. Turcas Lores was taken to the patrol car, hand-cuffed and driven to the police unit known as Parque 24. He was released 24 hours later with the official warning.
