Jorge Fidencio was arrested on September 5, in the morning hours, by the State Inspection officer and Jose Sanchez Noblet, head of the sector. They confiscated two sacks of charcoal that he had bought to use in his house due to the blackouts. Jorge publicly protested against the actions committed against him, before which the Sector Chief, known as José, fined him 3000 pesos and threatened to charge him with disobedience if he did not continue on his way without protesting.
