Government promises false aid in exchange for campaigning for the constitution

A veterinarian used his private car to make daily consultations to the pets he has as patients. On 27th January 2019, when the tornado passed through his neighborhood, his vehicle was destroyed. The government told him that if he supported them in campaigning for the pet owners he cared for to vote for the new constitution, they would give him new transportation. In response to the suspect who caused this proposal, he asked for a written record of this commitment and they did so. By doing his job he influenced all his clients to vote yes on the constitution. Once the constitution was approved, after 24th February 2019, he was told that his request for new transportation was not approved. As the veterinarian had a written copy of that commitment, he initiated an administrative process against the Government of the Municipality of Habana del Este, but was rejected by the Provincial Court for lack of evidence.
