Racso Cruz Fernández, because of his condition of being HIV-positive, went to the proctology department with the objective of receiving medical care due to his suffering from fistula. He was informed that he should come the following week because there was only one surgical group for people with HIV. This same situation has happened already 3 consecutive weeks.
