Alfredo Benítez Ramírez was intersected by several inspectors and the sector police chief of the Zone Center when was he walking with a bag containing essential goods for his household. The officials asked for his ID and wanted to see the receipts of the goods he bought. When Benítez Ramírez was not able to show it, the officials confiscated the goods and qualified it as hoarding. When Benítez Ramírez protested, the officials applied immobilization techniques on him, causing him bruises on his wrists. After that they took him to the police unit called Parque 24 where he was kept in detention for 6 hours. He was warned and threatened that if it happened again, he would be accused of disobedience.
