The victim is a doctor, recently graduated in nephrology. She has already attended several internships abroad and to continue to do so, she needs to renew her passport. When she started the procedure, the immigration officers did not permit her to apply for a new passport, saying, that given the fact she is a doctor, a different procedure will be required. After that, she turned on relevant State Authorities, but she has not been given any answer yet. According to the Constitution, citizens have to receive an answer with 60 days. When she did not get any, she decided to complain to the Ministry of Public Health, however, the situation did not change at all.
Given the fact, that she have already tried almost all solutions, she is going to make a complaint to attorney general. In case of negative response, she would turn on the Inter-American Commission on Human Rights.
