Bartolo was detained at the police checkpoint in the municipality of Río Frío by order of the State Security (DSE) when he was on his way to the Province of Havana. He was travelling with his wife Celina in order to visit her daughters who were spending their holiday there. When passing through the checkpoint, the police stopped the bus and Bartolo was detained and taken to the police station in the municipality of El Salvador. Once they arrived, the DSE officials known as Edwin Jefferson or Kevin and Víctor Víctor told him, that he had been advised not to leave the province and if he continued with his political activism, he would be put in jail. He was released three days later at about 12 pm and fined (based on decree 8-3) 500 pesos which had to be paid within three days otherwise the case would be handled by the court.
