On 12 January, 2019, a prisoner of conscience, Rafael Matos Monte de Oca, was summoned to the police unit Parque 24 in the city of Guantánamo. The summons was scheduled for 8 am, so when there was still nobody to interrogate him at 9 am, Montes de Oca decided to leave. However, he was stopped by a policeman who told him that he cannot leave. After eight hours of waiting, he was interrogated by official Raúl who had a threatening speech towards Montes de Oca. He told him that he just recently left prison, but he can go back immediately. Moreover, the official said that they would not allow him to meet again "counter-revolutionary elements" such as Rafael Puentes Creme, Henry Couto, Niober García and others.
