Due to a negligence of an institution, an old lady loses her house

Eneida owned two properties (a house and a second floor in another house). As it is impossible to have two properties because of the law, she had to remove one of them but for the negligence of the Municipal Housing Department in Bayamo, they gave the second floor to a neighbor that lives on the first floor and the house where she lives became heritage of the state. So the 88-year old woman lost one property and the other has to pay as normal tenant.
