Leyner was working as usual and Leyva officer stopped him for inspection. It happened for not having the permission which Leyner explained that he had lost and it was ready for releasing. The officer imposed him a penalty of 750 pesos. Next day Leyner made reclamations and the officer told him that by his problems he will not take away this penalty. Leyner filed a complaint by the police chief named Elier. He suggested that on the penalty could not be relied any complaints.
