Colon cancer survivor declared ineligible for benefits of the socail security

A Cuban citizen has been paying for 17 years and is associated with the insurance policy for total or partial disability, and for losses of some of his members. In 2016, he was diagnosed with colon cancer, which in advanced degree, caused him to lose his intestine and declare total disability. Due to poor management and guidance from his insurer, they declared him ineligible to apply for the benefits of the life subsidy.
