Soraya Quijano Silva arrived to terminal 3 of the International Airport José Martí in La Habana on Sunday the 16th of September for a flight to Panama. However, Immigration Officers told her that she could not travel due to her restriction to do so. Soraya Quijano was invited to participate in a workshop that would be held in Uruguay.
