At 4:10 pm, independent lawyer, human rights defensor and director of the Legal Counseling and Civic Instruction, José Ernesto Morales, was prevented from leaving the country. The lawyer was going to Colombia to participate in several human rights-related events at the invitation of the Corporación Colombiana Caribe Afirmativo. After having received his boading pass to Cali, Colombia, when he was passing trough the Emmigration Office desk 17, he was detained by an officer and his chief who identified herself as Zenaida. She said to José Ernesto, that he could not travel because he was banned from leaving the country. José Ernesto replied, that he did not know about any prohibition since he did not have any justice issues. Zenaida said, that the Emmigration Office was the executive authority and she had nothing to do with that ban and was just following the orders.
