In the morning, 18 December 2020, a human rights activist and a member of the Cuban Patriotic Union (UNPACU), Henry Couto Guzmán, was about to leave his house. However, his neighbor warned him that there were State Security officials around with sticks in their hands, so he should be careful. Few minutes later, officials Lionis and Luis Ángel approched Henry Couto's house with baseball bats and told him: "Come down and you will see, you are just inciting the people," and concluded it with a vulgarism. All this happened just next to police station in the Reparto Obrero District and triggered a social commotion. Based on that, the State Security decided to put Couto's house under surveillance.
