On 12th August 12, 2019 at 2:00 a.m., Mario Luis Delgado Blanco was returning home when he was detained by the police and taken to the hospital to get a certificate of injuries and to test his alcohol levels. According to witnesses present at the scene, Mario Luis was taken outside the Abel Santa Maria hospital, the police told him "now that we are alone" and began to beat him, as he was handcuffed with his hands back, it was impossible for him to defend himself. As a result of the beatings, Mr. Delgado Blanco ended up with a swollen face and bleeding from his ear. Later, the police took the victim to the unit, at 4 a.m. they placed him in a dungeon and did not allow him to make a call. When Mr. Delgado asked the officer on duty if he could locate his family they asked him for the number to call them. At 9:00 am the instructor saw him and told him that he was accused of assault because he had hit the police officer and torn the buttons off his shirt, although he was handcuffed. After 7 days the victim was entitled to a visit, but was not allowed to do so, according to the victim because the marks of the beating were still visible. Nine days after being detained he was allowed to have a visit, but his mother was warned that it would only be for 5 minutes. After 10 days of being detained, Mr. Delgado was released on probation, with a bond of $3.000 Cuban pesos (£100) until the day of the trial. Complaints were filed with the military prosecutor's office and with the provincial delegation to the department of citizen services, but both institutions responded that they had no way of proving what had happened.
