Armando Abascal Serrano was detained when he was leaving his house. He was planning to get to the municipality of Perico and attend a meeting with the regime opponents. He was prevented from continuing his journey and driven to the police station in Carlos Rojas. He was kept there all the time he was arrested. He was released at 11:45 am.
