Deprivation of necessary medical assistance to certain prisoners

Bartolo is currently detained at the Guantanamo provincial prison. Bartolo has been suffering ear problems for the past couple of months. His ear has been discharging a foul-smelling liquid that has been so painful that he cannot sleep. He was advised to see an Otolaryngologist after getting his medical history. The medical history was obtained about a month ago, but it suddenly disappeared from the infirmary. Personel have assured him that they are looking for it, but it has been a month and Bartolo has yet to be attended to.
