Human rights advocate is subject to house arrest as a preventive measure following accusations of unproven crimes.

On November 14, 2021, Mr. Henry Couto Guzmán was summoned to the police unit of the workers' neighborhood. At the unit, he was attended by an officer named Victor, who handed him a piece of paper to sign. The paper indicated that the activist Cauto was being accused of several crimes, such as espionage in favor of a foreign power, association with delinquency, attempted state attack, incitement to violence and elimination of the leaders of the Revolution. Faced with all these accusations, the activist refused to sign and expressed that he was a human rights defender. The officers told him that he could not leave since they were going to impose a precautionary measure of house arrest on him and threatened him that "it would cost him dearly" if he violated what had been ordered.
