Self-employed worker waiting for the materials promised by the government for the reconstruction of their house

On 27th January 2019, as a consequence of the hurricane the home of a self-employed person was completely destroyed. The government of the municipality where he resided came to the scene and promised to provide construction materials and to put in the labor force free of charge to repair all the houses so that they would look better than they did, since the approval of the constitution was near. The self-employed worker began all the procedures for the allocation of the materials, but since the bureaucracy did not allow the repairs to materialize, he went to the corresponding authorities explaining that he only wanted the materials, because he could repair his house by himself as he was a builder. The authorities replied that there were social cases to prioritize and he was not one of them, that if he wanted to be guaranteed the materials to repair them, he should be part of the brigades that were repairing the damaged houses. The self-employed worker accepted the offer and dedicated himself to repairing all the houses in his community. He finished the work and has not been given the resources to repair his house because all the construction materials were used in the other houses. His house was left unrepaired.
