The citizen Katerine Pérez Vegue lives in a house in poor condition located in the resurgent neighborhood of Palmira, which is located in the northern part of the city of Guantánamo. Palmira is a population settlement, one of the last ones in the province, due to the existing housing needs. The front half of the place, is in process of legalization, they put the electric line, in some parts they have the water. But the back part still the government does not realize those benefits. Katherine, a single mother of three minor children, has been living there for six years. The house is in visible disrepair, with walls made of various materials, including pieces of wood, metal, and cardboard. The roof is the same, with pieces of zinc and other metals to cover its roof. The floor is made of earth, and it does not have a plateau for cooking food or a bathroom. Cuban President Miguel Diaz-Canel said in a speech that women with three minor children would be given a house, and that also the neediest families would be given a construction subsidy (a monetary aid for construction) by the government. In response to these announcements, Ms. Perez went to the office in charge of housing and to an office that had been set up in the northern part to access a subsidy, but in both places she was told that she could not access this assistance because she did not own the property. Afterwards, Ms. Perez went to the municipal and provincial government to seek help but they only gave her evasions and up to now she continues with her difficult situation.
