On January 1, 2016, Captain Carlos Inojosa Hernández, Sector Chief of the Turey area, Baracoa, threatened Ramón Noa Nicót with taking him to jail. Apart from the threats that he had already received several times from the head of the sector, Captain Carlos, defamed Ramon's name with the people with whom he was related, making negative comments about Ramon and commenting that he was a criminal. Days later, he summoned him to the sector and threatened to prosecute him for posing a danger to society and to accuse him of carrying a machete with the intention of attacking him. Ramón clarified that the machete with which he sometimes traveled is part of his work equipment, since he works in pruning in the communal company, Baracoa. According to Ramón, every time, on his way to work, the military man is there and unhooks the pistol case, so Ramon fears that when he least expects it he may shoot him just on a whim.
