On December 17, 2015, the director of Cuban Institute for Freedom of Expression and Press (ICLEP), Raúl Luis Risco Perez, was arbitrary detained in the city of Colón while getting from the place where he was staying and where a workshop of IT security, journalism and human rights was carried out. Raúl was informed he would be transported to Matanzas and that the workshop cannot be permitted. He was detained from 8:30 to 11:30 am at the State Security office in the city of Colón. He was interrogated by several officials and he was allowed to call his wife Dianelys. She was together with their younger son at the workshop and was waiting for the workshop participants. She spoke with her husband and was informed that he would be transported to Matanzas and then to La Habana.
At 11:20 am, they left the building in white Lada car driven by Security official who was instructed to transport him to Tinguaro. At this place they were accompanied by other official, Orlando Fiueroa who took them to Matanzas. From here, Raúl was transported to Guanabo which is located 30 km from the capital a more than 200 km from the place he lives. In Guanabo he was left to his own devices.
