On January 14, the victim was summoned to the Citizenship Unit of the Ministry of the Interior (MINNIT). There he was attended by an officer who told him about his status as a regulated person, which means that he cannot leave the country. It was explained to the victim that this is a MINNIT prerogative applicable to individuals who do not qualify to leave the country.
