Man arrested and fined for no apparent reason

Francisco was in his house when two agents arrived saying that he needed to accompany them. He was taken to the Colón Police Station, and once there, was fined $150.00 (€ 4.50) for violating security. After a few minutes, an inspector from the Department of Municipal Hygiene and Epidemiology took him to an office. Within the premises he was given another fine of $100.00 pesos (€ 3) as an administrative measure for Non-compliance with Sanitary Methods. The latter is related to the humanitarian project that keeps distributing food, free of charge, to people in need.
