At 11 am, activist Luis Alfredo Pérez Pajan was arrested after he staged a peaceful protest against a fine imposed on him by First Lieutenant Anael Rodríguez Domínguez, for allegedly being seen with foreigners in his rickshaw without a license to transport tourists. The activist was detained for more than 72 hours until he was released in the afternoon of 12th February 2017, after an official warning was issued and he was fined $500 Cuban pesos (£17) for public outrage. This was the first time that the activist had confronted the aforementioned official.
