Dissident Déxter Pérez Rodríguez went to the headquarters of the municipal government of Holguín where, with the help of official Lidia González de la Pera, he requested a meeting with the president of the local government Julio Rodríguez Estupiñan. His goal was to get rid of a fine imposed on him by inspectors and the police because of his activiities and connection with UNPACU. He told this objective to Estupiñan, who informed police officials. Two agents of the National Revolutionary Police transferred him to the police unit known as El Anillo and later to another unit known as Operaciones, where he was kept in the dungeon for three days without food. Although Rodríguez suffers from hypertension, gastritis, chronic duodenitis and liver problems, he never received medical attention, despite his continuous requests. They threatened that if he didn't leave the opposition, they would send his brother and political prisoner Darío Pérez Rodríguez to another, more severe prison.
