The victim was about to travel to Buenos Aires, Argentina. When he arrived to the migration office at the José Martí Airport, he was informed that according to how hhe appears in their system, his status was regulated. According to the officials, they were not aware of who issued the regulation (prohibition) for travels outside the country, as they only implement the instructions displayed by the system. The victim was prevented from travelling and had to go back home.
