Emilio was filming along with the journalist Rodolfo Barthelemy Cobas several inspectors fining the self-employed people in area Cabacú. The inspectors realized they were filmed and noted the number of Emilio's motorcycle. About an hour later, Emilio and the journalist delivered a letter to the Municipal Government, to the police and to the municipal TV channel, where was shown the nonconformity of Motorcycle Club in Baracoa concerning regulations on self-employees as taxi, which met this day 4 years of their previous complain without any response. In the afternoon of this day, leaving the house of his mother, the policeman ordered him to stop without any reason or any violation of law and took Emilio's licence.
