Anderlay Guerra Blanco was heading to the municipality of Maisí in the Guantánamo Province, when he was detained by a State Security official known as Captain Sergio and his colleagues who did not identify themselves. Anderlay's goal was to make a video about latest developments concerning the hurricane Irma. However, a military officer informed him that for him and all the regime opponents, it was forbidden to travel to this area for whatever reason they could have.
