Emilio Almaguer de la Cruz parked his motorbike in front of an office, where he needed to print out a complaint to the Attorney General. At the same time, police office Leyva was passing through the place and summoned him to the police station. Emilio was fined 750 pesos due to an alleged assumption, that he uses his motorbike for running a bussines without having obtained appropriate permit.
