Minors attacked apparently under orders from state agents

Two brothers, aged 6 and 11, were attacked on their way home by a lady who verbally abused them and beat and scratched the older brother. Just before starting to beat his brother, the youngest boy broke down crying and screaming and the lady pushed him violently and knocked him down. The parents identified the attacker to the authorities, but the state agents justified the lady's actions by claiming that she was suffering from dementia and took no action against her. According to the parents, this woman is a collaborator of the police and the Department of State Security and acted under their orders and under the cover of their impunity.
