Fernando Ginarte, a human rights defender and a member of the Eastern Democratic Alliance, was summoned by an official known as Fito to the police station in the municipality of Baire. When he arrived, they asked for his ID which was then given to police officer called Manuel Bencomo. After that, a State Security (DSE) official known as Adolfo Rodríguez came and started the interrogation. He said to Fernando that it was the last time he talked to him and next time he would be directly put in prison in Aguadores since he was already tired of talking to him all the time. Before his release, Fernando was again threatened with imprisonment. He was also told by the official that he would like to put him on a plane and send him to one of the Latin American countries where he could enjoy impunity.
