On January 15, Jorge Miguel was arbitrarily detained. He worked as a fisherman authorized by the state where he lived. He was taken to the police unit (PNR) where he remained for four hours and where 29 kg of fish were seized from him. At no time was he selling the product, but he recalls that they fined him 4000 pesos (121.6 €). Five months ago they had imposed a fine of $3000 (€ 91). For clarification, the only livelihood in that region is fishing.
