At 2 pm on 7th November Justo Elias Franco Jimenez, an activist from the Patriotic Union of Cuba (UNPACU), was arrested in front of the polyclinic in the neighborhood known as "Turey". The arrest was made by combined troops of the political police and officers of the National Revolutionary Police (PNR), among whom were Alfredo Oliveros, chief of the opposition’s confrontation; Major Brian Torres Hurjeyes, chief of the sectors; First Lieutenant Carlos Hinojosa and informants Fránsica Matos Gainsa and Eladio Navarro Delfino. The reason for the detenion was the anti-government signs that had appeared in previous days in various parts of the city. The activist was detained for more than 72 hours under heavy interrogation by officials of the Department of State Security (DSE) who wanted to know who the intellectual authors of the signs were. He was released at 3 pm on 11 November of the same year, not without an official warning and making very clear to him that he was about to go to prison if he continued to participate in counter-revolutionary activities.
