The victim, an activist and a member of the John Paull II Movement, was in the central park Cacique Hatuey, talking with his friends about the political situation in Venezuela and Bolivia. Suddenly, the police officer Captain Cornelio approached them and took the victim to the police unit. There, he issued an official written warning for, according to the officer, "provoking violance and spreading fake news about the revolutionary process". He was detained from 9 am until 1 pm. During the detention, the victim was threatened with imprisonment if he happened to be again in the park and to talk about politics.
