Man constantly threatened by police officer

The victim stated that Lieutenant José Sanchez Noblet, Department Chief in the region, has threatened him several times with imprisonment. José does not have any employment contract with the government and for that reason he is being persecuted by State Authorities. Currently, he is facing an accusition of social dangerousness.
