Self-employed man unable to work because the state authorities do not want to carry out a simple procedure

With the passage of the tornado on 27th January 2019, a car of a self-employed man was totally destroyed. The government of the municipality where he resided showed up at the scene and guaranteed that he would replace all the property that the people had lost and began a political campaign, since the approval of the constitution was near. As the owner had his vehicle insured, he went to collect the claim, but he was told that in order to pay him he needed a certificate of what had happened to the car. He went to the government to get the document in question, he was told that there were more complicated cases than his and he had to wait. After a few days he made the steps again and he was told in a broken manner that he would not be given any documents and would have to buy a new car as he earned quite a bit of money as a private taxi driver. As a consequence, he could not present the document that proved what had happened to his car to the insurance company. Currently, the self-employed driver, whose only source of income was the car, owes the State for not being able to pay his license.
