On November 23, 2010, Oniel Ortiz, an activist of the Patriotic Union of Cuba (UNPACU), was violently detained by captain and sector chief Gianny Clape Rodríguez while he was on his way to the home of the leader of the UNPACU cell in the municipality of Baracoa. The activist was detained and taken to the National Revolutionary Police (PNR) unit, where he was held for 48 hours under interrogation by Lieutenant Colonel Lesnier Leiva, who was forcing him to hold the activist and leader of the Keyber Rodríguez cell responsible for anti-government signs that had appeared in several places in the city. The activist refused to disclose the identity of the person that told him to put up the signs and threatened him with prosecution for public disorder and enemy propaganda. After hours of interrogation, the activist was released on november 25, after being officially charged because he met with elements of high danger to public peace.
