From October 18 to October 24, 2015, an organization JACU together with support of other associations carried out a Project Managemant course in various Cuban provinces. When activists working on this project got off the bus in Pinar del Río, they were identified by law enforcement officials. They were detained and taken to the National Revolutionary Police. They were interrogated together by the State Security officials, trying to get to know who was the head of their activities. Roberlay Rodríguez Caraballo wanted to know at first the reason for their detention, however he was told not to speak and not to complicate the situation. They were also told that would not repeat in Pinar del Río what they had been doing in other provinces, because they are considered to be undesirable persons and should stop the course immediately. Thus they were expelled from Pinar del Río under the assumption that if they got back they would be detained for disrespect for authority.
